HUD defines an emergency as physical work items that impose an immediate threat to the life, health, and safety of residents, extreme property damage, major inconvenience to the residents, and/or items that are related to fire safety. 

Emergency Situations

• Gas Leaks
• No heat in elderly apartments or apartments where there are small children under 2 years old 
• Sewer Line Problems when the entire building is affected
• Broken Water Lines - IF water is gushing out in a strong flow
